According to the new regulations, which will enter into force on September 1, 2019, a single database of VAT taxpayers will be created (the so-called White List of VAT taxpayers), thanks to which entrepreneurs will be able to comprehensively verify their contractors. The database will include data on the numbers of bank accounts used for settlements, opened in connection with the business activity.

This list will be maintained and updated on an ongoing basis, therefore, in order to be able to include transfers as tax-deductible costs, they will have to be made to the contractors' accounts indicated in the database.

The White List of VAT taxpayers will also include a list of entities that have not been registered by the head of a given tax office or that have been removed from the register of VAT payers, as well as a list of entities registered as VAT payers (including entities whose registration as VAT payers has been restored).

The list provided by the Ministry of Finance will include, among others:

  • company name and business address,
  • NIP and REGON number,
  • list of bank accounts,
  • registration date,
  • information about refusal to register or deletion from the register and
  • information on the restoration of registration as a VAT payer.
