KSeF - schedule of consultations on the implementation of the National e-Invoice System for 2024

As indicated by the Ministry of Finance (MF) in a statement, training at tax offices on the use of free software for issuing e-invoices is to begin at the turn of April and May. At that time, the Ministry of Finance will also indicate a new date for the mandatory use of KSeF. Consultation groups and meeting dates

The aim of the consultations announced by the Ministry of Finance is to obtain the opinions of various groups of entrepreneurs, industry organizations and other entities interested in KSeF. The Ministry of Finance proposes 9 meetings on the following dates:

February 16, 10.00-11.30 – Security and performance

The consultations will serve to discuss issues related to system security. We will also discuss the issue of reporting scam invoices. In the section devoted to performance, we would like to learn more about the expectations regarding sending invoice packages and receiving packages, with particular emphasis on the distribution on specific days and hours. We will also discuss technical support issues.

February 16, 12.30-14.00 – Consumer invoices/buyer status

The consultations will aim to discuss issues related to invoices issued to consumers. We would like to collect your views on ensuring that such invoices can be confidently identified and mechanisms for accessing them. We will also discuss the demands for including consumer invoices in the KSeF. We will also discuss the issue of identifying the taxpayer/consumer status of the buyer.

February 21, 10.00-11.30 – KSeF identifier in payments

The consultations will serve to discuss issues related to the implementation of the obligation to provide the KSeF number or collective identifier in the transfer title. We will discuss the demands related to the modification of this obligation, as well as the expectation related to the deferral of MPP payments. We will also analyze together the issues of creating and downloading a collective identifier.

February 21, 12.30-14.00 – Meeting with the factoring industry

The consultations will serve to discuss the issue of access to invoices by factors.

February 22, 10.00-11.30 – Meeting with the media supplier industry

The consultations will serve to discuss the issuance of invoices in KSeF by the industry, including how to complete individual e-invoice items.

February 22, 12.30-14.00 – Meeting with the fuel industry

The consultations will serve to discuss the issue of issuing invoices at gas stations, including the possibility of providing their visualization at the customer's request.

February 29, 10.00-11.30 – Meeting with Local Government Units (LGU)

The consultations will serve to discuss issues related to issuing invoices by local government units, as well as to discuss the scope of powers in the KSeF and detailed elements of invoices issued in the KSeF.

February 29, 12.30-14.00 – KSeF implementation in stages

The consultations will serve to discuss issues related to the introduction of the KSeF obligation, taking into account possible differences in the entry into force dates for some solutions.

March 1, 10.00-11.30 – Explanations, interpretations, training

The consultations will serve to learn about entrepreneurs' expectations regarding materials regarding KSeF. The Ministry's plans for training and information campaigns as well as the rules for the participation of Ministry experts in meetings, conferences and training organized by external entities will also be discussed.

Registration for meetings

Consultation meetings are held in a hybrid formula (on-site and online). We invite some participants to the headquarters of the Ministry of Finance in Warsaw, others can take part in the meeting online.

Attention:

  • Applications for KSeF consultation meetings are only possible via the form
  • the number of places for stationary meetings is limited to 60 people
  • You can register for stationary meetings until 12.00 the day before the meeting
  • The type of participation will be determined by the order of applications
  • We ask that a maximum of 2 representatives of a given organization, institution or company come to stationary meetings, this will allow for the participation of a larger number of entities
